Duties of the Municipal Clerk The duties of the Municipal Clerk include secretary to the municipal corporation and custodian of the municipal seal and all minutes, deeds, bonds, contracts and archival records. As secretary to the governing body, the Municipal Clerk prepares the meeting agendas and is present at all meetings. The minutes of the meetings must be recorded and kept by the Municipal Clerk. The Municipal Clerk serves as the chief administrative officer in the School Board, Primary and General Elections held in the municipality. The duties of the Municipal Clerk also include serving as administrative officer responsible for the acceptance of applications for licenses and permits for their issuance. These licenses include Pet Shop and Dog Kennel, Liquor, Amusement Machine, and Raffle Licenses to name a few. As Registrar of Vital Statistics the Municipal Clerk completes the applications for marriage licenses, burial permits, death and birth certificates. All certified copies of these documents are issued through this officer. The Municipal Clerk prepares resolutions and ordinances and forwards said documents to the local newspaper for publication as required by law. As the Civil Service Appointing Authority, all personnel records are maintained for every employee in this office.
